American citizen in France or Luxembourg

Hi everybody I am french. My boyfriend is a US citizen and is in the military in Belgium. Next year we would like to settle together in France. Will it be easy for him to find a job in France? or even better, Luxembourg? Not necessarily in the army, he has skills in communication. Id love to get in touch with americans in France or Luxembourg. C.
